			<content:encoded><![CDATA[<p><a href="http://www.goodwillcoordinators.com/wp-content/uploads/2012/01/goco-ikea2.jpg"><img class="alignright size-full wp-image-1652" title="goco ikea" src="http://www.goodwillcoordinators.com/wp-content/uploads/2012/01/goco-ikea2.jpg" alt="Goodwill Coordinators   SEZ, IT Parks, CBD, Real Estate Consultants   goco ikea2 India Allows 100% FDI In Single Brand Retail" width="610" height="466" /></a>The <a class="zem_slink" title="Government of India" rel="wikipedia" href="http://en.wikipedia.org/wiki/Government_of_India">Indian government</a> on Tuesday allowed <a class="zem_slink" title="Investments" rel="wikinvest" href="http://www.wikinvest.com/metric/Investments">foreign investors</a> to float and run wholly owned <a class="zem_slink" title="Retail" rel="wikinvest" href="http://www.wikinvest.com/industry/Retail">single brand retail</a> stores even as the bigger reform measure of opening multi-brand retailing to international investors remains mired in political cobweb.</p>
<p>Currently, foreign direct investment (<a class="zem_slink" title="Foreign direct investment" rel="wikipedia" href="http://en.wikipedia.org/wiki/Foreign_direct_investment">FDI</a>) in retail trade is prohibited except in single brand product retail trading in which up to 51 per cent FDI is permitted, subject to certain conditions.</p>
<p>The <a class="zem_slink" title="Department of Industrial Policy &amp; Promotion (India)" rel="homepage" href="http://dipp.nic.in/">Department of Industrial Policy &amp; Promotion</a>, part of the <a class="zem_slink" title="Ministry of Commerce and Industry (India)" rel="wikipedia" href="http://en.wikipedia.org/wiki/Ministry_of_Commerce_and_Industry_%28India%29">Ministry of Commerce &amp; Industry</a>, has now allowed FDI up to 100 per cent in single brand product retail trading, under the government’s approval route. However, the government has put on hold provisions for 51 per cent FDI in multi-brand retail.</p>
<p>The relaxation in foreign investment norms for single brand retailing would be subject to following conditions:</p>
<p>1. Products should be sold under the same brand internationally, i.e., products should be sold under the same brand in one or more countries other than <a class="zem_slink" title="India" rel="geolocation" href="http://maps.google.com/maps?ll=28.6133333333,77.2083333333&amp;spn=10.0,10.0&amp;q=28.6133333333,77.2083333333%20%28India%29&amp;t=h">India</a>.</p>
<p>2. ‘Single Brand’ product retail trading would cover only products which are branded during manufacturing.</p>
<p>3. The foreign investor should be the owner of the brand.</p>
<p>4. Proposals involving FDI beyond 51 per cent would need to ensure mandatory sourcing of at least 30 per cent of the value of products sold, to be done from Indian ‘small industries/village and cottage industries, artisans and craftsmen.’</p>
<p>The government has said that ‘small industries’ will be defined as industries with a total investment in plant &amp; machinery not exceeding $1 million. This valuation refers to the value at the time of installation, without providing for depreciation. If this valuation exceeds at any point in time, the industry shall not qualify as a ‘small industry’ for this purpose.</p>
<p>The compliance of this condition will be ensured through self-certification by the company, to be subsequently checked by statutory auditors, from the duly certified accounts, which the company will be required to maintain.</p>
<h3>What Does It Mean</h3>
<p>The relaxation in foreign investment in single brand retail sector comes as a compromise for the government who has not been able to arrive at a political consensus to open multi-brand retail stores to foreign investment.</p>
<p>Nevertheless, the reform has far-reaching implications for corporate activity and even consolidation of businesses. One of the biggest beneficiaries of the latest policy announcement will be brands like <a href="http://www.ikea.com/">Ikea</a>, the <a class="zem_slink" title="IKEA" rel="homepage" href="http://www.IKEA.com/">Swedish furniture</a> retail giant, as also various fashion apparel brands that depend on local partners to expand their retail footprints in India.</p>
<p>Another beneficiary might be the US coffee chain <a href="http://www.starbucks.com/">Starbucks</a> that struck a local sourcing JV with <a class="zem_slink" title="Tata Coffee" rel="homepage" href="http://www.tatacoffee.com/">Tata Coffee</a> last year and was said to be in talks with the <a class="zem_slink" title="Tata Group" rel="homepage" href="http://www.tata.com/">Tata Group</a> for opening its retail stores in the country. Given the relaxation, it may now open its own stores while maintaining its sourcing deal with Tata Coffee that will also allow it to meet the mandatory norms.</p>
<p>On the flip side, some of the conditions imposed as part of opening the sector further for single brand retailing, is self-defeating. For example, quite a few product categories, could-have-been candidates for this space, fall under the luxury product segment. And those are made in their respective country of origin – Swiss watches for instance and Lladro porcelain work. It would be difficult for these brands to meet the 30 per cent sourcing condition.</p>
<p>Another irritant could be in the process. As per the conditions set by the government, applications seeking permission for single brand retail trade would specifically indicate the product/product categories proposed to be sold under a ‘Single Brand.’ Any addition to the product/product categories to be sold under ‘Single Brand’ would require a fresh approval of the government.</p>

With the changing face of retail, the Indian consumer industry is in for radical growth. Let us begin with a primer on the various formats that retail outlets come in. A ‘Vibrant Economy’, India topped A T Kearney’s list of emerging markets for retail investments for three consecutive years and stood 2nd only behind Vietnam this year. The 2nd fastest growing economy in the world, the 3rd largest economy in terms of GDP in the next 5 years and the 4th largest economy in PPP terms after USA, China &amp; Japan, India is rated among the top 10 FDI destinations. Over the last few years Indian retail has witnessed rapid transformation in many areas of the business by setting scalable and profitable retail models across categories. Indian consumers are rapidly evolving and accepting modern retail formats. There is strong emergence of India specific retail formats irrespective of the size. For example, hypermarkets, supermarkets or convenience stores that are emerging in India today are specifically designed for the Indian consumer. New and indigenised formats such as departmental stores, hypermarkets, supermarkets, specialty and convenience stores, and malls, multiplexes and fun zones are fast dotting the retail landscape. Following are the kinds of retail formats found in India:</p>
<h3>Mom-and-pop stores</h3>
<div>These are generally family-owned businesses catering to small sections of society. They are small, individually run and handled retail outlets.</div>
<h3><strong>Category killers</strong></h3>
<div>Small specialty stores have expanded to offer a range of categories. They have widened their vision in terms of the number of categories. They are called category killers as they specialize in select fields.</div>
<h3>Department stores</h3>
<div>These are the general merchandise retailers offering various kinds of quality products and services. These do not offer full service category products and some carry a selective product line. These stores have further categories, such as home and décor, clothing, groceries, toys, etc.</div>
<h3>Malls</h3>
<div>These are the largest form of retail formats. They provide an ideal shopping experience by providing a mix of all kinds of products and services, food and entertainment under one roof.</div>
<h3>Specialty Stores</h3>
<div>The retail chains, which deal in specific categories and provide deep assortment within the category in them are specialty stores.</div>
<h3>Discount stores</h3>
<div>These are the stores or factory outlets that provide discount on the MRP items. They focus on mass selling and reaching economies of scale or selling the stock left after the season is over.</div>
<h3>Hypermarkets/ Supermarkets</h3>
<div>These are generally large self-service outlets, offering a variety of categories with deep assortments. These stores contribute 30% of all food and grocery organized retail sales.</div>
<h3>Convenience stores</h3>
<div>They are comparatively smaller stores located near residential areas. They are open for an extended period of the day and have a limited variety of stock and convenience products. Prices are slightly higher due to the convenience given to the customers.</div>
<h3>E-tailers</h3>
<div>These are retailers that provide online facility of buying and selling products and services via Internet. They provide a picture and description of the product. A lot of such retailers are booming in the industry, as this method provides convenience and a wide variety for customer. But it does not provide a feel of the product and is sometimes not authentic.</div>
<h3>Vending</h3>
<div>This kind of retailing is making incursions into the industry. Smaller products such as beverages, snacks are some the items that can be bought through vending machines. At present, it is not very common in India.</div>
<h3>Wedding Malls</h3>
<p>A box-office phenomenon in India, wedding malls stock everything from clothes, accessories, jewellery to the paraphernalia that builds the grand picture that is the Great Indian Wedding.</p>
<h3>Khadi Plazas</h3>
<p>Khadi Plaza were launched by the Khadi and Village <span style="color: #009900;"><span style="color: #888888;">Industries</span></span> Commission, a Government of India enterprise which occupies a unique position in India&#8217;s rural economy by ontributing towards economic strength and by utilising untapped resource and significant manpower. Rural and tribal handicrafts are packaged to woo the the attention of urban lifestyles and attitudes.</p>
<h3>Village Malls</h3>
<p>Just like their urban counterparts, they provide multiple services and outlets in a single location. Spearheaded by the Gujarat government, village malls grow on the age old concept of the government fair price shop revamped to cater to the greater needs of the people.</p>

			<content:encoded><![CDATA[<p>Barely recovering from the slump in the economy, organised retailers in the country today said the sector should be given industry status, besides easing foreign investment norms in the forthcoming Budget. “Industry status has been a long standing demand of the retail sector. Besides we also want a relaxation in the foreign direct investment (FDI) norms,” Retailers Association of India chief executive officer Kumar Rajagopalan said. Sharing similar views, Koutons Retail India chairman D P S Kohli said: “Industry status has been a recurring demand of the retail sector for many years since only then will the retailers be able to fully enjoy the benefits of organised financing, insurance and fiscal incentives.”</p>
<p>According to industry figures, only around five per cent of the estimated over USD 450 billion Indian retail sector is currently organised. Calling for easing of FDI norms, Rajagopalan said, “No industry in India has grown without FDI participation and for retail to emerge as a big player, more FDI should be allowed.” Besides, he said even if FDI norms are not relaxed in the Budget, the government must give a clarification on FII and foreign PE funding route as there is a lot of ambiguity.</p>
<p>Kohli said clarity on the issue will help Indian retailers raise funds from abroad as the global liquidity condition is showing improvement. At present, the government allows 51 per cent FDI in single brand retailing and prohibits any foreign investments in the multi-brand segment.</p>
